Krita can move the pixels of a selection and pastes are done as new layers. Krita doesn't bother with floating layers like GIMP does. I used it for the majority of texture work on my resource pack, which admittedly was just a barely passable pixel art pack. I transitioned to using GIMP so I could use Linux, rather than being stuck on PS. I'll use a free alternative if a decent one is available, especially if it's open source.
